La ZEC se extiende por una franja del litoral conformada por dunas estabilizadas que penetran tierra adentro.

4.2 Quality and importance

La ZEC es importante por los Hábitats de Interés Comunitario presentes vinculados a los sistemas dunares: 2250* y 2270*, ambos prioritarios y que albergan una serie de especies amenazadas y endémicas de flora, como Thymus albicans (tomillo blanco), especie catalogada en peligro de extinción; también Allium pruinatum, Juniperus oxycedrus subsp. macrocarpa (enebro marítimo), Drosophyllum lusitanicum (atrapamoscas) y Hymenostemma pseudanthemis (margarita de arena), estas especies catalogadas como vulnerables y la última, además fué motivo de declaración del LIC. También es importante la ZEC porque constituye uno de los escasos enclaves de la provincia de Cádiz en los que habita la especie salinete (Aphanius baeticus), cuya distribución se restringe únicamente a otras dos provincias (Huelva y Sevilla), contando en total con solo una decena de poblaciones que tienen una tendencia general regresiva. Se considera un endemismo de Andalucía occidental. En el pasado se suponía que el fartet (Aphanius iberus) se distribuía por todo el litoral mediterráneo español desde Cataluña hasta Andalucía, incluidas unas pequeñas poblaciones de la especie en el litoral atlántico andaluz. Sin embargo, estudios morfológicos y filogenéticos observaron diferencias significativas entre las poblaciones orientales y occidentales, demostrando que las poblaciones atlánticas pertenecen a otra línea evolutiva diferente de las mediterráneas, dando como resultado la descripción de esta nueva especie del género, el salinete (Aphanius baeticus), que es como en la actualidad se considera. Es por ello que en el Formulario Normalizado de Datos Natura 2000 del LIC Pinar de Roche se hacía referencia al fartet en lugar de al salinete.Y así se recoge en los anexos de la Directiva Hábitats.
